The City Manager wants to ensure that everyone has an opportunity to provide compliments and/or feedback about services provided by the city. We always appreciate your feedback and take it seriously as it helps us to monitor and improve our performance and provide the best services to our citizens.
The city manager provides guidance and advice to the mayor and city council on a variety of issues and is responsible for the day-to-day management of city operations including finance, planning and zoning, human resources, parks and recreation, public works, economic development, customer service and the city’s gas utility, stormwater utility and public golf course. The city manager evaluates city departments and how well the city provides world-class services to ensure all funds appropriated for such services are being utilized effectively and efficiently.
Paul was named City Manager of Sugar Hill in 2013, after serving for twelve years as the Deputy Executive Director of the Georgia Municipal Association (GMA).
At GMA, Paul was responsible for oversight of the association’s state and federal governmental relations, research and policy development, public information and communications, membership outreach and downtown development services.
Before GMA, Paul served as the Deputy Commissioner of the Georgia Department of Community Affairs, working under four Governors, and helped design and implement most of the major programs and policy requirements related to local government.
In his early career, Paul served as an Economic Director and Community Development Director at two regional commissions and was also the first County Manager of Cook County, Georgia.
Paul serves as the District 2 representative on the Atlanta-Region Transit Link Authority (ATL) Board of Directors and represents the ATL on the Atlanta Regional Commission Transportation and Air Quality Committee (TAQC). He also serves on the Georgia Municipal Association Legislative Policy Council. Paul has an extensive and diverse governmental management background and brings his love and passion of vibrant and connected communities to his job in Sugar Hill.
Paul received his BA from Roanoke College in Salem, Virginia, and his Master of Urban Affairs from Virginia Tech.
